At HM’s Behest, Shura Council Inaugurates 3rd Annual Session of 10th Term

Muscat: At the behest of His Majesty Sultan Haitham bin Tarik, the Shura Council today inaugurated the proceedings of the Third Annual Session (2025-2026) of the Tenth Term (2023-2027).

According to Oman News Agency, Khalid bin Hilal Al Maawali, Chairman of the Shura Council, emphasized in his speech the significant responsibilities and efforts necessitated by the national work process. He stated that the Council must prioritize these responsibilities within its annual plans and programs, addressing them within the framework of the Basic Statute of the State and the Council of Oman Law.

He highlighted the importance of enhancing the Council’s work and exercising its powers to contribute effectively to advancing the national work process. He acknowledged the effective contribution and diligent work exerted by the Council members during the past two sessions, both in the Council and its committees, which enabled the Council to execute its work and make numerous decisions and recommendations in the legislative fields.

During the session, a re-election was conducted for the supplementary members of the Council Office for the second half of its Tenth Term (2023-2027). The Bureau is composed of the Chairman, his two deputies, and six members elected by the Council by relative majority. The following were elected as supplementary members of the Council Office: Hassan bin Ahmed Al Nabhani, Badr bin Nasser Al Jabri, Said bin Mohammed Al Saadi, Dr. Talal bin Said Al Maharbi, Abdullah bin Al Waleed Al Hinai, and Mohammed bin Hassan Al Ansi Al Yaf’ei.

The Council members were also briefed on the State’s General Budget Draft for the Fiscal Year 2026, the Eleventh Five-Year Development Plan Draft (2026-2030), and a number of draft projects, laws, and agreements referred to the Council by the Council of Ministers.

The session also included discussions on several topics, including the Draft Amendment to the Unified Customs System for the GCC States, the Draft Amended Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Austria for the Avoidance of Double Taxation, and the Draft United Nations Convention on International Settlement Agreements Resulting from Mediation (Singapore Convention on Mediation).
