Muscat: His Majesty Sultan Haitham bin Tarik has issued two significant Royal decrees aimed at enhancing public health and regulating organ transplantation in the country.
According to Oman News Agency, the first of these, Royal Decree No. 43/2025, promulgates the Public Health Law. This decree was presented to the Council of Oman before being issued. Article (1) of the decree mandates the enforcement of the provisions attached to the Public Health Law. Article (2) requires state administrative units and other public legal entities responsible for executing the law to establish necessary regulations and decisions within their respective areas of expertise. Until these new regulations are in place, existing ones will remain effective, provided they do not conflict with the new law. Article (3) nullifies any previous regulations that contradict the new law. Finally, Article (4) states that the decree will be published in the Official Gazette and will take effect the day after its publication.
The second decree, Royal Decree No. 44/2025, addresses the Law Regulating the Transfer and Transplantation of Human Organs and Tissues. Article (1) enforces the provisions attached to this law. Article (2) assigns the Minister of Health the responsibility of issuing the Executive Regulation and any other necessary regulations and decisions for the law’s implementation within one year of its enforcement. Existing regulations will continue to be applied during this period unless they conflict with the new law. Article (3) repeals Article (27) of the Law on Practicing Medicine and Auxiliary Medical Professions, as enacted by Royal Decree No. 75/2019, and annuls any provisions that conflict with the new law. Article (4) specifies that this decree will also be published in the Official Gazette and will become effective the day following its publication.
