The Prime Minister, Muhammad Shiaa Al-Sudani, directed the adoption of the recommendations of the Diwani Affairs Committee (23512 of 2023), regarding addressing the problem of distributing the first students and holders of higher degrees among Ministries, in line with the laws in force.

The Council of Ministers agreed to exempt external students for those who have completed (28) years of age, from years of waiting to take the external exam, from the periods stipulated in paragraphs (a, b) of Clause First of the provisions of Article Nine of the Examinations System No. (18) of 1987 Amended, provided that obtaining the certificate in accordance with this article does not result in a change in the job title of those who were employed among them, whether civil or military.
