Muscat: His Majesty Sultan Haitham bin Tarik has issued Royal Decree No. 111/2025, introducing regulations on the Premarital Medical Examination. This decree stipulates that all Omanis wishing to marry, regardless of whether the other party is non-Omani, must undergo a medical examination with their partner prior to the marriage contract being finalized, applicable both inside and outside the Sultanate of Oman. The Minister of Health will issue regulations and procedures to implement this.
According to Oman News Agency, the decree outlines that health institutions are responsible for conducting these examinations based on scientific and technical standards. Both parties must be informed of their individual results and provided with medical counseling if necessary. The confidentiality of these results is emphasized, prohibiting their disclosure to any third party.
The health institution is required to issue a certificate confirming the completion of the medical examination, as stated in Article 3. This certificate is mandatory for marriage officiants to proceed with the marriage contract, as detailed in Article 4.
Violations of the decree will result in penalties, including imprisonment ranging from ten days to six months, and/or fines between RO 100 and RO 1000, as specified in Article 5. Article 6 nullifies any previous regulations that contradict this decree. The decree is set to be published in the Official Gazette and will be enforced starting 1 January 2026.
