Oman Introduces New Promotion System for Civil Employees

Muscat:The Ministry of Labour has announced the implementation of a new promotion system for Omani civil employees within the State's Administrative Apparatus, starting this year with a budget allocation of RO 10 million.

According to Oman News Agency, this announcement was made during a media briefing by the Ministry of Labour. Abdullah Muhanna Al Kharousi, Director General of Administrative Audit and Follow-up, explained various pathways, conditions, and criteria governing the new promotion system, including the roles of promotion committees within government units.

The promotion system features three pathways: "Promotion for Exceptional Performance," "Promotion by Preferential Selection," and "Retention and Attraction Promotion." Each pathway has specific conditions and requirements for eligibility, including performance ratings and financial allocation criteria.

Promotion committees will be established in each unit to handle applications and ensure candidates meet the necessary conditions. Promotion decisions will be issued twice a year, and financial allocations are distributed based on proportionality linked to the number of eligible persons in each entity.

The Ministry of Labour emphasized fairness and clarity in the distribution methodology, ensuring each entity receives a share proportional to its eligible personnel. The system excludes employees in temporary posts, as these do not have listed job grades. An electronic system linked to "Ejada" will support the promotion committee in fulfilling requirements.
