HM The Sultan Issues Two Royal Decrees on Government Restructuring and Infrastructure Development

Muscat: His Majesty Sultan Haitham bin Tarik issued two Royal decrees today, marking significant changes in governmental structure and infrastructure development in Oman.

According to Oman News Agency, the first Royal Decree (No. 57/2025) involves the restructuring of the ‘Secretariat General of the Tender Board’, which has been renamed the ‘Authority of Projects, Tenders and Local Content’. This new entity will have its own legal personality, fiscal, and administrative autonomy while reporting directly to the Council of Ministers. The decree outlines that a Chairman, appointed by Royal decree, will manage the Authority, representing it in administrative, financial, and judicial matters.

The decree further details that the Authority will assist the Tender Board and a special executive committee in implementing local content policies, along with handling technical and administrative tasks. The competencies and the organizational structure of the Authority are defined in Annexes attached to the decree, ensuring no overlap with existing responsibilities of the Tender Board.

Moreover, the decree revokes previous decrees related to the Secretariat General of the Tender Board and those concerning contract review powers, aligning them with the new structure. The decree has been published in the Official Gazette and is effective immediately.

The second decree, Royal Decree No. (58/2025), grants public utility status to the Sultan Faisal bin Turki Road Project (Diba-Lima-Khasab) in Musandam Governorate. This will facilitate the expropriation of lands and properties necessary for the project’s development, in accordance with the Public Utility Expropriation Law. The decree, like the first, is published in the Official Gazette and enforced from its issuance.
