Lower House Approves New Articles in Education Law Draft

Amman: The Lower House of Representatives approved nine new articles in the 2026 Education and Human Resources Development Draft Law, which comprises a total of 29 articles. The House also voted by majority to amend the vote regarding Article 2.

According to Jordan News Agency, the session was chaired by Speaker Mazen Qadi and attended by Prime Minister Dr. Jaafar Hassan and Cabinet members. Articles 3 through 11 were approved by a majority vote. The House had previously approved Article 2 in a session that lasted approximately three and a half hours on Monday. On Sunday, Article 1 was passed in a session lasting three hours and fifteen minutes.

MPs Ayatollah Freihat and Nimer Sulaihat requested a re-debate regarding Article 2 to address an "error that occurred in the vote on one of the definitions contained therein." They clarified that lawmakers mistakenly voted on the definition of administrative professions instead of specialized professions, which aimed to grant the teacher's allowance to this group.

Minister of Education and Minister of Higher Education and Scientific Research, Azmi Mahafzeh, stated that specialized professions within the Ministry of Education already receive the teacher's allowance. He noted that specialized professions include all categories directly involved in the teaching profession within schools. Mahafzeh added that 97,388 ministry employees receive the teacher's allowance at 100%, with an additional 14,267 employees receiving the allowance despite having non-teacher job titles.

The House subsequently voted by majority to amend the vote concerning this article.
