HM The Sultan Issues Seven Royal Decrees

Muscat, His Majesty Sultan Qaboos Bin Said today

issued seven Royal Decrees, as follows:

Royal Decree No. 5/2019 on the ratification of the Sultanate of Oman’s

joining the International Convention on the Control of Harmful Anti-

fouling Systems on Ships 2001 (AFS Convention).

Article (1) ratifies the Sultanate of Oman’s joining the International

Convention on the Control of Harmful Anti-fouling Systems on Ships

2001 in accordance with the version attached to this decree.

Article (2) instructs the departments concerned to deposit the

document of Oman’s joining the above-mentioned convention in

accordance with its provisions.

Article (3) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.

Royal Decree No. 6/2019 on the ratification of the agreement on

economic cooperation between the Sultanate of Oman’s government

and the government of the Republic of Lithuania signed in Muscat on

June 25, 2018.

Article (1) ratifies the above-mentioned agreement in accordance with

the version attached to this decree.

Article (2) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.

Royal Decree No. 7/2019 on the ratification of the agreement on

avoidance of double taxation and prevention of income tax evasion

signed by the Sultanate of Oman’s government and the government of

the Democratic Socialist Republic of Sri Lanka in Colombo on August

15, 2018.

Article (1) ratifies the above-mentioned agreement in accordance with

the version attached to this decree.

Article (2) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.

Royal Decree No. 8/2019 on the ratification of the mutual visa waiver

agreement for holders of Diplomatic, Special and Service Passports

signed by the Sultanate of Oman’s government and the government of

Republic of Romania in Muscat on November 5, 2018.

Article (1) ratifies the above-mentioned agreement in accordance with

the version attached to this decree.

Article (2) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.

Royal Decree No. 9/2019 endorses Eni Oman BV’s conceding part of

its rights and obligations in the petroleum agreement signed on

November 14, 2017 for Block 52 to Qatar International Petroleum

Company for Exploration and Production.

Article (1) endorses Eni Oman BV’s conceding part of its rights and

obligations in the petroleum agreement signed on November 14, 2017

for Block 52 to Qatar International Petroleum Company for Exploration

and Production so that the final share quotas of parties to the

agreement shall be as follows: 55% for Eni Oman BV, 30% for Qatar

International Petroleum Company for Exploration and Production and

15% for Oman Oil Company Exploration and Production LLC.

Article (2) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.

Royal Decree No. 10/2019 on the issuance of First Class License for

Oman Broadband Company SAOC for the installation, operation and

maintenance of broadband and provision of broadband services.

Article (1) issues First Class License for Oman Broadband SAOC for

the installation, operation and maintenance of broadband infrastructure

and provision of broadband services for a period of 25 years in

accordance with the version attached to this decree.

Article (2) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.

Royal Decree No. 11/2019 on the appointment of a non-resident

ambassador.

Article (1) appoints Abdullah bin Mohammed bin Sulaiman al-Amri, the

Sultanate’s Ambassador to Senegal, as the Sultanate’s Extraordinary,

Plenipotentiary and non-resident Ambassador to the Republic of

Gambia, the Republic of Guinea-Bissau, the Republic of Guinea and

the Republic of Cape Verde.

Article (2) says that this decree shall be published in the Official

Gazette and enforced with effect from its date of issue.
